A family speaks a language that is not supported by any district staff and there are no language supports outside the district. The students in the family often come to school with inappropriate clothing (not enough or not clean) and live in conditions that are not suitable by American standards (uncleanliness, no hot water, no electricity, infestations). It also appears the family has an inadequate food supply.
